Cyberspace Administration of China: To Advance Key Internet Legislation and Expand Foreign-Related Internet Rule of Law Construction by 2026
Svmuu News According to the Cyberspace Administration of China (CAC), a national internet rule of law work conference was held in Beijing on April 8. The meeting emphasized that 2026 marks the 105th anniversary of the founding of the Communist Party of China and is the inaugural year of the 15th Five-Year Plan. To effectively carry out internet rule of law work in the current and upcoming period, it is essential to focus on overall planning and coordination, strengthen organizational leadership, planning guidance, and mechanism development, and enhance the overall effectiveness of internet rule of law efforts. Emphasis should be placed on accelerating progress and improving efficiency by advancing key internet legislation, strengthening the development of intra-party regulations, expanding foreign-related internet rule of law construction, and continuously improving the system of internet legal norms. Attention must be paid to law enforcement, intensifying internet law enforcement in key areas, consolidating the foundation of internet law enforcement work, improving supervision and guidance for internet law enforcement, and enhancing the capabilities and standards of internet law enforcement. A focus on fairness and justice is required to promote the improvement of judicial governance rules, deepen judicial protection of internet-related rights and interests, strengthen judicial punishment for cybercrimes, and continuously reinforce the role of judicial functions in cyberspace. Emphasis should be placed on promoting the rule of law, expanding the content and scope of internet legal education, deepening the development of internet legal education brands, building a "comprehensive internet legal education" work framework, and leveraging the foundational role of internet legal education. Attention must be given to law-based administration, enhancing the legal literacy of cadres, strengthening supervision over the exercise of power, standardizing administrative reconsideration and litigation responses, and accelerating the construction of a law-based government in the cyberspace and information sector.
