Long reliant on oil and gas exports, Azerbaijan passed legislation in July to create a legal framework for investment instruments, aiming to reduce costs and simplify funding rounds for startups. Deputy Digital Development Minister Rashad Hasanov expects foreign venture capital and institutional investors to provide a significant share of new funding, with plans to launch a fund combining local and international capital.
