For example, the US "GENIUS Act" was signed into law in July 2025, requiring every dollar of stablecoin issued to be backed by an equivalent amount of highly liquid, secure assets, and imposing licensing management and strict reserve requirements on issuers. In China, a 13-department joint meeting in November 2025 for the first time explicitly included stablecoins in the scope of illegal financial activities, signaling a shift in regulation from "risk prevention" to "criminalized governance." These regulatory actions may affect the legality, use cases, and market liquidity of stablecoins, and even lead to related businesses being classified as illegal activities.
