Hong Kong SAR government is committed to building Hong Kong into a leading global hub for virtual asset innovation, and has established a clear and rigorous regulatory framework to that end. Since June 1, 2023, Hong Kong has officially implemented the Virtual Asset Service Provider (VASP) licensing regime. Under the Anti-Money Laundering and Counter-Terrorist Financing Ordinance (AMLO), all companies operating in Hong Kong and providing virtual asset trading services must apply for and hold a VASP license from the Hong Kong Securities and Futures Commission (SFC). This initiative aims to enhance market transparency, protect investor interests, and effectively guard against money laundering and terrorist financing risks.

On the policy front, Hong Kong's Securities and Futures Commission (SFC) has been a forerunner in addressing these challenges, and since 2018, the SFC has established a robust regulatory framework, and in February 2025 released the "ASPIRe" regulatory roadmap for the virtual asset market, aiming to strengthen market safety, innovation, and growth. In addition, in the "Policy Statement on the Development of Digital Assets in Hong Kong 2.0" released in June 2025, the Hong Kong SAR government proposed the "LEAP" framework, further reaffirming its positioning as a global innovation hub in the digital asset space.

It is worth noting that since August 2023, the Hong Kong government has announced that licensed exchanges may offer services to retail investors, opening the door to broader investor participation in the compliant virtual asset market. On the stablecoin regulation front, the HKMA launched a stablecoin issuer sandbox in March 2024, and passed the Stablecoins Bill in May 2025, which is expected to take effect in August 2025, providing a clear legal basis for the issuance and circulation of stablecoins.

Licensed Platforms and Key Requirements

Hong Kong has set strict operational standards and capital requirements for licensed virtual asset trading platforms. Platforms are required to have paid-up share capital of no less than HK$5 million and to maintain liquid assets of no less than 12 months' operating expenses to ensure financial soundness. In terms of client asset custody, licensed platforms must store at least 98% of clients' virtual assets in "offline wallets" (cold wallets) and purchase appropriate insurance to cover potential losses, thereby maximizing the protection of client assets.

As of December 18, 2024, seven virtual asset trading platforms in Hong Kong have obtained licenses issued by the SFC. HashKey Exchange supports retail clients in purchasing digital assets such as Bitcoin and Ethereum using Hong Kong dollars and US dollars. In addition, Accumulus GBA Technology (Hongkong), DFX Labs Company, Hong Kong Digital Asset EX, and Thousand Whales Technology (BVI) also obtained licenses in December 2024. Futu Securities, a licensed institution under the Hong Kong SFC, also offers virtual asset trading services, supporting trading in assets such as Bitcoin and Ether, and allows direct deposits in Hong Kong dollars or US dollars.

Hong Kong imposes extremely high compliance requirements on exchanges, and recruiting executives who meet regulatory standards is one of the key challenges in obtaining a license.

Market Development and Considerations for Investors

Hong Kong's proactive exploration in the virtual asset space is also reflected in product innovation. In April 2024, Asia's first batch of virtual asset spot ETFs was listed on the Stock Exchange of Hong Kong, providing investors with more compliant channels for virtual asset investment.
