The General Office of the Shanghai Municipal People’s Government has issued the “Shanghai Action Plan for Accelerating the Creation of a World-Class Business Environment (2026).” The plan proposes improving the working mechanisms for fair competition reviews and strengthening the binding nature of such reviews. It also calls for intensifying regulatory oversight and law enforcement against monopolistic and unfair competition practices, and deepening efforts to address “involutionary” competition. It will continue to carry out special rectification campaigns in the fields of bidding and government procurement, and ensure the effective implementation of the "sunshine transaction" system.
