The State Council has issued the "Action Plan for Comprehensive Solid Waste Management" to strengthen the reduction of industrial solid waste at the source. It will strictly implement policies related to industry, environmental protection, and energy conservation, and phase out outdated production capacity in accordance with laws and regulations. It will also strengthen source control of solid waste in industrial parks. Vigorously promote green design, support enterprises in improving production processes and equipment, strengthen refined management of industrial production, and reduce the intensity of solid waste generation. We will promote the integrated development of heavy and non-ferrous metal mining and beneficiation, facilitate the local backfilling of tailings, and, in principle, no longer approve beneficiation projects that lack their own mines or supporting tailings utilization and disposal facilities. We will work toward gradually achieving a dynamic balance between the generation and comprehensive disposal of solid waste in key industries.
