On January 5, the China Securities Regulatory Commission (CSRC) convened an interdepartmental symposium to advance the comprehensive system for the prevention and punishment of financial fraud in the capital markets. Wu Qing, Secretary of the Party Committee and Chairman of the CSRC, presided over the meeting and delivered remarks. During the meeting, various departments engaged in in-depth discussions regarding the implementation of the “Comprehensive Guidelines on Prevention and Punishment” and key tasks for the next phase. The meeting concluded that the development of the comprehensive prevention and punishment system for financial fraud in the capital market has entered a critical stage of deepened implementation. It is essential to adopt a problem-oriented approach and systematic thinking to effectively deploy a “comprehensive set of measures” for prevention and punishment. Efforts will continue to improve institutional safeguards and promote the enactment of relevant laws and regulations. Coordination among administrative, criminal, and civil enforcement must be further strengthened; the linkage between administrative and criminal proceedings in major cases must be deepened; and support mechanisms for civil liability must be improved to crack down on financial fraud and third-party complicity in fraud as a unified whole. Internal constraints within corporate governance must be reinforced; a new round of special corporate governance initiatives must be organized and carried out; and the development of routine and long-term mechanisms for comprehensive prevention must be strengthened.
