The Ministry of Industry and Information Technology (MIIT) and seven other departments have issued the "Implementation Guidelines for the 'AI+Manufacturing' Special Action," which calls for launching the "Model-Data Synergy" initiative. The guidelines aim to promote the establishment of a Chief Data Officer (CDO) system within enterprises, continue to advance the implementation of national standards for data management capability maturity, and strengthen the foundation of enterprise data governance. A list of data resources suitable for industry model needs will be compiled, and guidelines for building high-quality manufacturing datasets will be released. By leveraging platforms such as the Manufacturing Digital Transformation Promotion Center, efforts will be made to transform foundational data into high-quality industry datasets, thereby achieving "data-driven modeling." Guide enterprises to strengthen data engineering capabilities, promote the deep integration of enterprise data development and model building, and explore the establishment of an integrated mechanism for “data collaboration, model training, application development, and security assurance” to achieve “empowering models with data.”
