Reports indicate that the core disagreement leading to the breakdown of previous negotiations was over the scope of AI usage. The Pentagon demanded unrestricted use of its tools, while Anthropic insisted on restrictions to prevent its products from being used for fully autonomous weapons deployment or large-scale surveillance targeting U.S. citizens.
Furthermore, Ballard Partners is the sixth lobbying firm hired by Anthropic since November 2024. Data shows that the company's federal lobbying expenditure for 2025 increased by over 330% year-on-year to approximately $3.1 million, reflecting a continued rise in policy communication investment within the AI industry.
