The change requires most requests for user data to be routed through government-to-government Mutual Legal Assistance Treaties (MLATs), rather than direct cooperation with the exchange, significantly increasing response times. Binance stated it has not slowed its cooperation, but rather strengthened controls and safeguards, consistent with standards for a regulated institution.
