Spain's Congress has approved a bill that will offer a special path to Spanish citizenship for individuals born in Western Sahara during Spain's occupation (before September 29, 1977), waiving normal residency requirements or reducing them from 10 years to 2 years. The bill passed with 168 votes in favor, 31 against, and 145 abstentions, but still requires Senate approval to become law. It is estimated that the bill could benefit between 70,000 and 110,000 people. Morocco is closely monitoring the move, considering it a sensitive fault line in relations between Madrid and Rabat.
