The plan designates artificial intelligence as a key industry for future development and explicitly proposes strengthening Hong Kong's function as a global offshore CNH business hub, optimizing the securities market to attract more leading enterprises from mainland China and overseas to list in Hong Kong, and promoting specific strategic deployments such as low-altitude cross-border logistics in the Greater Bay Area.
