The Hong Kong Monetary Authority (HKMA) and the Hong Kong University of Science and Technology (HKUST) today (November 2) jointly launched the "Post-Quantum Cryptography (PQC) Toolkit." This toolkit aims to provide banks with a structured framework and practical tools to plan and advance their PQC transition, addressing cybersecurity risks posed by future quantum computing.
The toolkit will support banks in establishing clear governance and accountability mechanisms, assessing cryptographic risks, identifying transition needs, and monitoring implementation progress. The HKMA's Quantum Preparedness Index (QPI), released in July 2026, indicated that the banking sector's overall readiness is still in the early stages (2.3/10). The newly launched toolkit aims to help banks achieve full quantum readiness by 2030, raising their QPI to 10.
