Svmuu News: Digital asset infrastructure provider BitGo and OTC Markets Group plan to collaborate to provide digital asset trading and custody infrastructure to broker-dealers, expanding institutional access to tokenized securities through existing market infrastructure. The two companies plan to serve more than 150 broker-dealers using the OTC Link ATS, allowing participants to quote, trade, and settle digital asset securities using their existing OTC and U.S. equity electronic trading infrastructure. BitGo Bank & Trust will serve as the qualified custodian, with settlement conducted via BitGo’s Go Network. The framework will initially support digital asset securities and may be expanded to tokenized assets and commodities in the future.

In addition, entities involved in managing these lending strategies—such as those setting interest rates, determining which assets to support, establishing loan-to-value (LTV) limits, and defining liquidation criteria—must also analyze whether these actions fall under the jurisdiction of federal securities laws.
The statement further notes that on-chain lending strategies may also raise significant securities law issues. For example, depending on the participants’ motivations, the method of product distribution, and other relevant factors, on-chain loans may possess the characteristics of securitized debt instruments (notes).
The statement concludes by inviting comments from market participants on, for example, whether existing rules need to be amended to accommodate Vault, on-chain lending, and other innovations; and how to foster innovation while protecting investors, ensuring the fair, orderly, and efficient operation of the market, and promoting capital formation.

Dixon noted that the GENIUS Act has demonstrated that clear regulation can drive market growth. The stablecoin market is currently valued at approximately $315 billion and has grown by more than 50% over the past year, with major institutions such as BlackRock, JPMorgan, Visa, and Mastercard actively expanding their investments in blockchain infrastructure.
He believes that while stablecoins currently represent only a portion of the crypto market, the underlying blockchain networks on which they rely still lack a unified regulatory framework. The CLARITY Act would establish clear rules for blockchain networks, define regulatory responsibilities within the digital asset market, and set uniform standards to promote transparency, risk control, and market competition. The bill would also draw on traditional financial regulatory principles to reduce the risk of incidents like the FTX collapse recurring.
Dixon concluded by stating that if the CLARITY Act is passed, the United States will once again lead the way, just as it did during the era of the commercial internet. If no action is taken, innovation may shift to other countries, where it will be governed by rules set by others.
