The Reserve Bank of India (RBI) introduced a package of rupee defense measures over the weekend, effective October 12, 2026. It will open a special window to directly provide foreign exchange to three state-owned refiners through designated banks, completely bypassing the spot market. This move will shift daily foreign exchange purchase demand of $250 million to $400 million directly to the central bank's balance sheet. Concurrently, the RBI reinstated derivative control measures first used during the April crisis, drastically reducing the cap on foreign exchange derivative positions that can be established without prior proof of underlying exposure from $100 million to $5 million, a 95% cut. It also imposed a 20% cash margin deposit requirement for foreign exchange hedging contracts exceeding $2 million.

Goldman Sachs emerging markets strategists Rishi Radia and Lu Sun noted in a report that while these measures might lead to a 1% to 2% appreciation of the rupee in the short term, they do not address the fundamental issue of insufficient dollar inflows. The structural pressures on the rupee remain, and the pace of central bank reserve depletion could accelerate. Goldman Sachs estimates the three refiners' annual dollar demand to be approximately $120 billion.

Singapore Prime Minister Lawrence Wong pushed back against the idea of weakening the Singapore dollar to boost competitiveness, emphasizing that the city-state must instead rely on its economic strengths. Goldman Sachs' latest report indicates that despite the S&P 500 index being less than 1% away from its all-time high, market internal divergence has reached its worst level since the dot-com bubble burst. Institutional investors are rushing into "safe assets" at a pace not seen since the COVID-19 pandemic shock.

According to a report by Goldman Sachs flow strategist Lee Coppersmith, the Goldman Sachs Quality Factor has surged over 16% in the past eight weeks, a magnitude of movement not seen since the 2020 pandemic shock. Meanwhile, the technology sector, which had topped the net buy list for several consecutive weeks, abruptly became the sector with the largest net selling last week, with its long-short ratio falling to the 17th percentile over five years.

Goldman Sachs analysts believe that although risk aversion within the market has significantly increased, an extremely concentrated market structure has historically not been a bearish signal, and the S&P 500 index is still expected to rise further over the next 1 to 3 months. The primary downside risks currently are oil prices and interest rate movements.

Broadcom is seeking to raise over $50 billion from investors such as Apollo Global Management and Blackstone for custom AI chips for OpenAI, while warning of capital bottlenecks in the AI industry. Intel completed an upsized public offering in August this year, raising approximately $20 billion.
08:36
On October 12, Broadcom CEO Hock Tan and Intel CEO Patrick Gelsinger both stated at the DBS Asian Insights Conference in Singapore that the biggest constraint in the AI industry has shifted from chip supply to capital. Tan pointed out that as AI infrastructure continues to expand, financing difficulties may surpass any hardware shortages, adding that many investors simply don't know what they are investing in, likening the behavior of some AI investors to placing bets in a casino. Musk reposted a related post on X, responding with "Don't cry in the casino." Affected by this, Broadcom's stock price fell by 1.88% that day, and Intel's decline reached 3.20%.
