What is a Decentralized Autonomous Organization (DAO)?
A Decentralized Autonomous Organization (DAO) is a new type of organizational structure based on blockchain technology. It aims to enable autonomous operation of the organization and collective decision-making by the community through smart contracts and cryptographic mechanisms, without relying on traditional centralized institutions or individuals for management.A DAO’s decision-making rules are embedded in its underlying code and, once deployed, are executed automatically, thereby achieving a high degree of autonomy.
The concept of a DAO can be traced back to the “Decentralized Autonomous Corporation (DAC)” proposed by Daniel Larimer in 2013, which was later further elaborated upon by Vitalik Buterin in the white paper “Ethereum.”In May 2016, the first project, named “The DAO,” officially launched, marking the initial implementation of this innovative model.

Core Characteristics of a DAO
- Decentralization: A DAO has no single leader, manager, or central authority. Its governance model is decentralized, and decision-making power is typically held collectively by community members.
- Autonomy: The organization’s operating rules and decision-making logic are encoded as smart contracts on the blockchain. These contracts can automatically execute predefined tasks and respond to community voting results, enabling a high degree of automation and autonomy.
- Community-Driven: A DAO consists of a group of members who share common goals and a shared vision. Members typically gain voting rights by holding governance tokens, thereby participating in the organization’s management and collective decision-making.
- Transparency and Traceability: All transactions, proposals, and decision-making processes within a DAO are recorded on a public blockchain, ensuring a high degree of transparency and allowing anyone to review and verify them at any time.
Current Status and Data on DAOs
The DAO sector has seen significant growth in recent years, with the number of DAOs, their total assets under management, and the number of participants continuing to rise:
- Growth in Number: As of August 2024, more than 50,000 DAOs have been established worldwide.
- Assets and Market Capitalization: As of 2024, the total value of DAO treasuries has exceeded $30 billion.
- Token Holders: As of April 2023, there were approximately 6.9 million governance token holders worldwide.
- Funding: In 2025, the DAO sector raised over $5 billion in venture capital.
- Sector Coverage: The scope of DAO applications continues to expand, penetrating multiple sectors including finance (DeFi), culture, the arts, philanthropy, and insurance. Among these, financial DAOs dominate, accounting for over 40% of the total.

Evolution of Governance Mechanisms and Security
To enhance governance efficiency and security, DAO governance mechanisms are constantly evolving. Mechanisms such as reputation systems and quadratic voting have emerged, aiming to better balance the weight of capital versus contributions in decision-making. Delegated voting mechanisms are also gradually being adopted, allowing token holders to delegate their voting rights to more specialized representatives to improve governance efficiency.
In terms of security, since the 2016 “The DAO” incident—in which funds were stolen due to a smart contract vulnerability—the DAO community has placed significantly greater emphasis on smart contract security. Multi-signature mechanisms, professional security audits, and the introduction of AI-driven smart contract monitoring systems have become common measures to ensure the security of DAO assets and the robustness of their code.
Legal and Regulatory Explorations
As the DAO ecosystem matures, exploration of its legal status and regulatory framework has deepened. Some DAOs have adapted to existing legal systems by registering as nonprofit organizations or adopting a hybrid model that combines “on-chain governance with off-chain entities.”Jurisdictions such as Wyoming, Vermont, and the U.S. Virgin Islands have taken the lead in enacting specific DAO laws, establishing legal entity status for decentralized autonomous organizations, which provides an important reference for the compliant development of DAOs.

Examples of Major DAO Projects
Currently, DAOs have demonstrated their potential in multiple niche areas:
- Protocol-Based DAOs: Examples include MakerDAO (issuance and governance of the DAI stablecoin), Uniswap (decentralized exchange), and Aave (decentralized lending protocol), which are primarily responsible for adjusting and upgrading the parameters of their underlying protocols.
- Investment-Type DAOs: Examples include MetaCartel Ventures and FlamingoDAO, which pool funds to invest in crypto assets or Web3 projects.
- Grant-Based DAOs: Gitcoin and MolochDAO use community voting to determine funding for open-source projects and public goods.
- Collector DAOs: DAOs such as PleasrDAO and Jenny Metaverse DAO focus on the collection and management of digital art and NFTs.
- Other Innovative DAOs: ArbitrumDAO oversees the governance of the Arbitrum Layer 2 network; Nouns DAO employs an automated trading mechanism for governance; and CityDAO leverages Wyoming’s DAO laws to purchase and manage physical land.
Challenges and Risks
Although DAOs hold great promise, their development faces numerous challenges:

- Technical Challenges: Scalability limitations of blockchain networks may impact the operational efficiency of DAOs; complex decision-making processes can sometimes lead to inefficient governance.
- Governance Issues: The “one token, one vote” mechanism may lead to “rule by the wealthy,” giving a small number of large holders excessive decision-making power; member voting participation is generally low (sometimes below 20%); furthermore, differences in members’ expertise and experience may affect the quality of decisions, while an excessive number of proposals may also distract members.
- Legal Uncertainty: The legal status of DAOs remains unclear worldwide, and the legal nature of governance tokens is also disputed, which to some extent limits their widespread adoption and development.
- Security Issues: The complexity of smart contract code may lead to potential vulnerabilities; if exploited, these could result in massive asset losses, as seen in the 2016 “The DAO” incident.
- Insufficient Tool Development: The ecosystem of tools required to operate and manage DAOs is still evolving; for example, mechanisms for visualizing contributions and automatically distributing tokens still need refinement.
Despite these challenges, DAOs, as an innovative organizational form, are still viewed as an effective means of pooling global resources, achieving more equitable collaboration, and enhancing the level of self-governance.
