Hong Kong's Cryptocurrency Regulatory Landscape and Market Overview
Hong Kong is rapidly emerging as a significant Web3 innovation hub in Asia within the global cryptocurrency landscape. The Securities and Futures Commission (SFC) of Hong Kong officially implemented the Virtual Asset Service Provider (VASP) licensing regime on June 1, 2023, aiming to provide a more transparent and secure trading environment for retail investors. This marks a new era for Hong Kong in cryptocurrency regulation.

SFC-Licensed Cryptocurrency Exchanges
Under a stringent regulatory framework, a few platforms have successfully obtained virtual asset trading licenses from the SFC. This means they comply with Hong Kong's regulatory requirements and can offer services to retail investors. These licensed platforms include:
- OSL Exchange: Licensed on December 15, 2020, OSL is one of the first compliant and licensed cryptocurrency trading platforms in Hong Kong. OSL supports HKD and USD deposits and withdrawals and undergoes regular financial audits by the Big Four accounting firms to ensure operational transparency and security.
- HashKey Exchange: Licensed on November 9, 2022, HashKey is also a significant licensed exchange in Hong Kong. HashKey Group was listed on the Main Board of HKEX on December 17, 2025 (stock code 03887.HK), becoming the "First Hong Kong Digital Asset Stock." As of December 2025, HashKey has become the largest regional onshore platform in Asia by trading volume, with a market share exceeding 75% in Hong Kong. The platform provides a secure trading environment, supports HKD/USD deposits and withdrawals, and offers cold and hot wallet asset insurance. Its trading volume significantly increased from HKD 4.2 billion in 2022 to HKD 328 billion in 2023, further rising to HKD 638.4 billion in 2024. As of September 30, 2025, its digital asset exchange had cumulatively facilitated HKD 1.3 trillion in spot trading volume, HKD 29 billion in staked assets, and HKD 7.8 billion in assets under management.
- HKVAX: Became Hong Kong's third licensed retail cryptocurrency exchange on October 4, 2024, holding Type 1, Type 7, and AMLO licenses. The platform focuses on over-the-counter (OTC) trading, Security Token Offerings (STO), and Real World Asset (RWA) tokenization services.

"Deemed Licensed" Applicants
In addition to officially licensed platforms, as of June 1, 2024, the SFC also listed 11 "deemed licensed" applicants. This means these platforms can continue to operate after the transition period but need to meet a series of policies, procedures, systems, and monitoring measures to eventually obtain an official license. These applicants include HKbitEX, PantherTrade, Accumulus, DFX Labs, Bixin.com, xWhale, YAX, Bullish, Crypto.com, WhaleFin, Matrixport HK, among others. Traditional Financial Institutions' Expansion and Market Activity

Traditional financial institutions in Hong Kong are also accelerating their expansion into virtual asset businesses. For example, as of July 9, 2025, Guotai Junan International upgraded its Type 1 license, becoming the first Chinese-funded brokerage in Hong Kong capable of providing comprehensive virtual asset-related trading services. Additionally, 42 corporations, including Futu Securities and Interactive Brokers, also upgraded their Type 1 licenses, allowing them to offer virtual asset trading services.
Hong Kong's cryptocurrency market generally shows high activity. According to a Chainalysis report, Hong Kong received an estimated USD 64 billion in cryptocurrencies between July 2022 and June 2023, demonstrating its status as an active cryptocurrency market.

Global Mainstream Exchanges and Hong Kong Users
Although SFC regulation primarily covers local licensed platforms, many Hong Kong residents still use global mainstream cryptocurrency exchanges. These platforms typically offer higher liquidity, a wider selection of cryptocurrencies, and more advanced trading features, making them popular among users. For example, OKX, Binance, HTX, and Kraken still have high usage rates among Hong Kong users. It is worth noting that SFC regulatory protection does not extend to these offshore platforms. OKX has established a Hong Kong entity and intends to apply for a VASP license to operate compliantly in the Hong Kong market.
Hong Kong's Strategic Position in the Cryptocurrency Sector

The Hong Kong government actively promotes Web3 and virtual asset development, making it one of the two major centers for the crypto market in Asia, as well as a hub and regulatory benchmark for the Chinese-speaking crypto market. The SFC's 2026 roadmap is expected to expand staking services, professional investor derivatives, and broader Real World Asset (RWA) tokenization, signaling an increase in asset choices for licensed venues. Hong Kong's policy environment makes buying and selling cryptocurrencies more legal and compliant, solidifying its position as one of the global virtual asset centers.
