Compliance Landscape and Regulatory Challenges
OKX actively seeks compliant operations globally and has made progress in multiple jurisdictions. In April 2025, OKX relaunched operations in the United States and moved its headquarters to San Jose. The platform obtained a provisional virtual asset license in Dubai (July 2022) and applied for a virtual asset license in Hong Kong in March 2023. On September 24, 2026, OKX updated its MiCA compliance guidelines for institutional users in the European Economic Area, covering access to fiat and stablecoin markets.

However, OKX has also faced regulatory challenges. In February 2025, its affiliated entity, Aux Cayes Fintech Co. Ltd., admitted to operating an unlicensed money transmission business in the United States and agreed to pay a fine exceeding $504 million. Furthermore, OKX was banned by mainland Chinese regulators in 2021, restricting its local operations.
