Ukrainian Presidential Advisor Reveals Details of Security Guarantees Framework
On January 3 local time, Alexander Bevz, an adviser to the Office of the President of Ukraine, revealed for the first time some details regarding the framework for long-term security guarantees for Ukraine. Bevz stated that the system would be based on a multilateral framework agreement signed jointly by Ukraine, the United States, European partner countries, and certain non-European nations (such as Canada). This agreement would clarify the coordination mechanisms and division of responsibilities among the guarantors. Bevz revealed that the core elements of the security guarantee system for Ukraine include the deployment of the Ukrainian Armed Forces—serving as the first and most critical line of defense—alongside a European-led multinational force within Ukraine, which would participate in security operations across land, sea, and air domains. Additionally, the United States will act as a backup, providing support and safeguards for the aforementioned multinational force. Currently, the military departments of all parties are consulting on specific arrangements, covering both the content of the bilateral agreement between Ukraine and the United States and the details of cooperation with European guarantor states.
