The Shanghai Municipal Commission of Economy and Information Technology and other departments have issued the “Several Measures of Shanghai on Connecting with the Yangtze River Delta to Accelerate the Development of an Advanced Manufacturing Cluster for the Low-Altitude Economy,” which proposes the scientific planning of low-altitude infrastructure. A construction plan for low-altitude infrastructure will be formulated and released. Strengthen land resource guarantees and improve financial support, while enhancing government funding for non-profit low-altitude infrastructure projects such as safety protection facilities. Low-altitude infrastructure construction will be carried out gradually as needed, with tiered and categorized support provided for comprehensive infrastructure—including large-scale specialized takeoff and landing sites and low-altitude intelligent connected systems—that meet the needs of new types of aircraft. Private capital is encouraged to participate in these projects. Support the first-time installation and use of new technologies and equipment—such as communications, surveillance, navigation, and meteorological systems—in the low-altitude infrastructure sector, providing funding of up to 20 million yuan.
