During the 15th Five-Year Plan period, we will implement a multimodal transport initiative. Using key nodes such as major seaports, important inland ports, large logistics parks, large-scale industrial parks, and China-Europe Railway Express hubs as platforms, we will adopt a “one-location-one-policy” approach to plan and implement a series of key transshipment hubs, transshipment facilities, feeder and distribution corridors, information platforms. We will vigorously advance the development of “single-document” and “single-container” systems, promote the deep integration of container rail-water intermodal transport through a “one-port-one-policy” approach, and achieve higher-quality development of intermodal transport by combining “hard infrastructure investment” with “soft capacity building.” This will help reduce costs, improve quality, and enhance efficiency in transportation and logistics, thereby strengthening the domestic economic circulation.
