According to the Financial Times, Ali Mohiri, the former head of Chevron’s Latin American operations, is raising $2 billion for oil projects in Venezuela. Mohiri said that Amos Global Energy Management Fund, which he founded, has identified several Venezuelan assets and is in discussions with institutional investors regarding a private placement. He said that U.S. actions have created a sudden opportunity: “We have been waiting for this breakthrough for some time; the $2 billion private placement memorandum is ready, and we have identified several investment targets. “In the past 24 hours, I’ve received more than a dozen calls from potential investors. Interest in Venezuela has jumped from zero to 99% overnight.” An investor memorandum seen by the Financial Times, dated December 2025, shows that the fund plans to acquire 20,000 to 50,000 barrels per day of crude oil production and 500,000 barrels of reserves from Venezuela’s state-owned oil company, with an expected exit within 5 to 7 years and a return on investment of 2.5 times.
