The General Office of the State Council has issued the "National Emergency Response Plan for Low-Temperature, Rain, Snow, and Ice Disasters." The plan stipulates that relevant departments shall guide their respective sectors to reasonably stockpile emergency supplies and equipment for low-temperature, rain, snow, and ice disasters; improve regional and social coordination mechanisms and mechanisms for the centralized allocation of supplies and equipment; and enhance the capacity to provide supplies and equipment as well as the ability to coordinate emergency allocations across regions. Local people’s governments at or above the county level shall, based on local conditions, strengthen the stockpiling of emergency supplies and equipment for low-temperature, snow, and ice disasters through various means; reasonably allocate specialized rescue equipment as needed; ensure proper maintenance; and guarantee reliable performance.
