According to the Ministry of Water Resources, during the 15th Five-Year Plan period, China will accelerate the construction of a modern water network that is “comprehensive and well-integrated, safe and reliable, intensive and efficient, green and intelligent, and characterized by smooth circulation and orderly regulation.” The Central Route Yangtze River Water Diversion Project to Replenish the Han River will be substantially completed, and the planning and construction of a number of major inter-basin and inter-regional water diversion, transfer, and drainage projects will be advanced; efforts will be made to promote the connectivity of regional river and lake systems as well as the construction of water diversion and drainage projects; the construction of key regulation and storage projects and major water source projects will be accelerated, and a modern reservoir operation and management matrix will be largely established. At the same time, the “last mile” of the water network will be connected, the modernization and renovation of irrigation districts will be advanced, and an additional 40 million mu of cultivated land will be brought under irrigation. Standardized construction and management models for rural water supply have been fully implemented, with the rural tap water coverage rate reaching 98%, the proportion of the rural population covered by large-scale water supply projects reaching 78%, and the proportion of county-level centralized management and professional maintenance reaching 90%.
