Jinan: Focused Support for "Specialized, Refined, Unique, and Innovative" Private Enterprises to Attract Talent; Home Purchase Subsidies Increased to 250,000 Yuan
On February 25, the Jinan Municipal Government Information Office held a press conference to announce and explain the relevant provisions of the “Jinan Talent Policy: ‘Double 30 Measures’ (2026 Edition).” Among other measures, the policy places a strong emphasis on supporting “specialized, refined, distinctive, and innovative” private enterprises in recruiting talent. While maintaining the existing talent subsidy standards for enterprises based in Jinan—up to 150,000 yuan for PhDs and up to 100,000 yuan for master’s degree holders—the subsidy standards for talent recruited by “Specialized, Refined, Unique, and Innovative” private enterprises within five years of graduation will be increased to a maximum of 250,000 yuan for PhDs and 150,000 yuan for master’s degree holders. At the same time, the policy encourages such enterprises to recruit non-recent graduates. For "Specialized, Refined, Unique, and Innovative" private enterprises that recruit talent who graduated within the past 5 to 10 years, housing purchase subsidies of up to 100,000 yuan for PhDs and up to 70,000 yuan for master’s degree holders will be provided, thereby offering stronger support for the cultivation and development of talent in technology-based and innovative enterprises.
