Sam Altman responds to the U.S. Department of Defense's decision to choose OpenAI over Anthropic: Disagreements over operational control may be the reason
Svmuu News: OpenAI founder Sam Altman held an AMA on X to address the recent partnership with the U.S. Department of Defense. He revealed that Anthropic and the U.S. Department of Defense were at one point “very close to reaching an agreement,” and that both parties had a strong desire to collaborate for most of the negotiations. However, the situation can deteriorate rapidly in a highly tense negotiation environment, which may have been one of the key reasons the deal ultimately fell through. Regarding safety principles, OpenAI adopts a “layered approach,” which includes building a safety technology stack, deploying Frontline Deployment Engineers (FDEs), engaging security researchers in projects, delivering solutions via cloud deployment, and collaborating directly with the U.S. Department of Defense. Compared to setting specific prohibitive clauses in contracts, Anthropic appears to place greater emphasis on clear contractual restrictions, while OpenAI tends to rely on applicable legal frameworks and uses technical security measures as its core safeguards. However, other companies may hold different positions on this matter. Anthropic may seek greater operational control in the partnership, which may also be one of the reasons for the divergence in their approaches.
