He is suspected of multiple crimes including operating casinos, fraud, illegal business operations, and concealing criminal proceeds. He founded the payment company Huione Pay PLC (Huiwang Pay) in Cambodia in 2018. According to Elliptic statistics, since 2021, cryptocurrency wallets used by Huiwang Guarantee and its merchants have received over $24 billion, making Huiwang Guarantee the largest online illegal marketplace by operational scale in history.
