The lawsuit stems from Minnesota's legislative approval of SF 4760, which imposes a comprehensive ban on prediction markets.
The bill prohibits advertising, creating, operating, or promoting prediction market platforms, classifying event contracts on platforms like Kalshi and Polymarket as wagers and banning them, with an original effective date of August 1.
