Excellion pointed out that the success of BIP-148 was not solely achieved by ordinary users running nodes, but rather was the result of the collective participation of various parties in the Bitcoin network, including developers, exchanges, wallets, miners, and whales. He emphasized that the small-block camp (BIP-148) possessed significant economic weight and garnered 30-45% hashrate support, thus the threat of UASF (User Activated Soft Fork) was realized based on a combination of economic weight, hashrate, and nodes. Furthermore, Excellion clarified that technically, SegWit was activated by BIP-91, not BIP-148, and the latter was actually "pre-empted" and never truly tested.
