Rachel Anderika, Head of Global Operations at Anchorage Digital Bank, wrote that if an institution meets the criteria to participate in the U.S. banking system, there should be a clear path to access the U.S. payments system. She criticized the Federal Reserve's proposed "streamlined" payment accounts as insufficient, noting that these accounts restrict reserves, do not pay interest, do not offer intraday credit, and prohibit access to the Fedwire Securities and FedACH systems, forcing banks to continue relying on other banks. She emphasized that federally regulated digital asset banks should receive the same Federal Reserve services as all other member banks to prevent innovation from moving offshore.
