A non-classified review report by the U.S. Department of Defense disclosed that U.S. military strikes against Houthi forces in Yemen in 2025 resulted in 153 civilian deaths and 243 injuries. The report indicated that all civilian casualties stemmed from three attacks in Yemen in April 2025, with the strike on the Ras Isa fuel port being the deadliest, causing 80 deaths and 171 injuries. Although U.S. Central Command (CENTCOM) had stated that the strikes aimed to cut off Houthi fuel and revenue sources and had no intention of harming the Yemeni people, the Department of Defense review ultimately concluded that these three attacks "likely" led to civilian casualties. The report did not explain why no condolence payments were offered to the victims or their families. This year's civilian casualty figures represent a significant increase compared to 2024, which saw 2 deaths and 2 injuries. As of February, CENTCOM was still reviewing another 15 civilian casualty reports.
