Binance provided user data to Russia, leading to a Ukrainian donor's arrest on terrorism financing charges
According to a Reuters report on Monday, Binance supplied Russian authorities with customer records. These records were subsequently used to charge Russian IT specialist Yuri Belenkiy with financing terrorism, specifically for donations made to Ukrainian groups. The exchange identified Belenkiy as the source of transfers exceeding $700 and allegedly provided his date of birth, address, phone number, passport number, and copies of his Russian passport and Bulgarian residency permit. Belenkiy was detained in September 2025 and remains in jail awaiting trial. Binance had previously stated in September 2023 that it was exiting the Russian market to improve its compliance strategy, selling its Russian business to CommEX.
