Mladenov spoke to the UN Security Council on Wednesday, after Israel rejected the 15-point Hamas disarmament roadmap announced last month by US President Donald Trump's "peace committee." The roadmap called for Hamas to give up its weapons in exchange for a phased Israeli withdrawal, but Israel insisted that Hamas must be fully disarmed before any withdrawal. Mladenov noted that despite the ceasefire agreement, Israel's continued killing of Palestinian civilians and Hamas's failure to completely cease military activities both pose risks to the peace process.
