The Hong Kong Monetary Authority (HKMA) has recently received bank reports of scams involving the unauthorised binding of payment cards, including ATM cards, to contactless mobile payment services. Fraudsters impersonate merchants or other organisations through phishing messages, fraudulent websites, or phone calls to trick victims into disclosing payment card information and ATM PINs. They then coax victims into approving card-binding requests via mobile banking apps or SMS to bind the cards to devices under their control, enabling unauthorised transactions. HKMA reminds the public that binding a payment card is a high-risk operation and advises victims to immediately contact their bank and report to the Police.
