US President Donald Trump announced on Monday, September 14, ET, that Russia and Ukraine had agreed to cease mutual attacks on energy targets. However, Ukrainian President Volodymyr Zelenskyy later confirmed on social media platform X that Ukrainian forces had struck targets including the Syzran oil refinery in Russia's Samara region. Later the same day, Zelenskyy stated that Ukraine was prepared to halt its strikes against Russia if partners could ensure that Russia would no longer attack Ukrainian energy facilities, infrastructure, and grain supply routes. On September 15, the Russian Ministry of Defense reported that Russian forces had also used drones to strike Ukrainian logistics centers, ports, and vessels in the early hours of that day. Ukrainian Foreign Minister Andrii Sybiha stated on September 15 that Ukraine was willing to reach a relevant energy ceasefire agreement with Russia.
