Its restrictions have proven effective, but the underlying conditions that led to these restrictions still persist. The proclamation required a $100,000 fee for H-1B visa applications (with limited exceptions) and prompted the Department of Homeland Security and the Department of Labor to issue new regulations prioritizing visa allocation for highly skilled and high-wage workers. Since its implementation, H-1B registrations by large IT outsourcing companies have decreased by 92%, consular processing requests have fallen by 97%, and the registration and selection rates for highly skilled and high-wage workers have significantly increased.
