The U.S. Department of Justice has accused Lee Reiber, CEO of Virginia-based digital forensics software company Oxygen Forensics, and Russian businessman Oleg Davydov, of concealing for years that the company was controlled by Russia. Oxygen Forensics allegedly sold software to multiple U.S. government agencies, including the Secret Service and the Department of Defense, while Davydov and four other Russian nationals secretly controlled the company through a Cyprus-based holding company, and its software was developed by a Russian team led by Davydov. After becoming CEO in March 2022, Reiber allegedly signed false government documents in December 2022 and October 2023, claiming the company was independent, which led to Oxygen Forensics securing a five-year, $12 million Secret Service contract in 2024. Reiber was arrested last Sunday, and Davydov was arrested the same day at London Heathrow Airport. Both are charged with conspiracy to commit wire fraud, which carries a maximum sentence of 20 years in prison.
