However, with expanding public opposition and local governments like Texas and New York implementing moratoriums or bans, AI data center projects face the risk of being blocked or delayed. For example, Oracle has issued a "force majeure" notice for its New Mexico data center project, seeking payment deferrals. The report indicates that every new 100MW data center can create approximately 1,300 local jobs, generate about $110 million in annual wages, and contribute $344 million in total output.
