Abu Dhabi sovereign wealth fund L'imad Holding is spearheading the "Zero-Hormuz" strategy, planning to invest tens of billions of dollars in Fujairah Port on the Gulf of Oman. It has already secured an infrastructure investment target of up to $30 billion with BlackRock's Global Infrastructure Partners, Temasek, and Abu Dhabi National Oil Company (ADNOC). Goldman Sachs' commodities team estimates that with the expansion of regional pipeline capacity, over 60% of the pre-war oil exports from the Persian Gulf will be able to bypass the Strait of Hormuz by the end of 2028.
