A new report from the Centre for Statecraft and National Security (CSNS) at King's College London, and experts who spoke to Al Jazeera, conclude that rigid Western military attitudes and Kyiv's regulatory paralysis are hindering joint weapons production. This is impacting Ukraine's battlefield performance and leaving European armed forces unprepared for modern warfare. Issues include stalled projects like a German artillery shell factory due to permit delays, lengthy intellectual property registration, and unclear export mechanisms. Western militaries are also criticized for their rigid approach to land warfare and lack of adaptation to Ukraine's drone tactics and decentralized command.
