Binance announced that, to comply with Brazilian Central Bank (BCB) Resolution 521/2025, it will require Brazilian users to provide additional information for cross-border cryptocurrency transfers starting November 1. The resolution incorporates international virtual asset transfers into Brazil's foreign exchange framework. When sending cryptocurrency abroad or receiving cryptocurrency from non-residents, users must disclose the purpose of each transfer and identify the counterparty type. Corporate accounts must also state whether the counterparty belongs to the same economic group. Binance will report these transactions to the BCB monthly. If users fail to provide the required information, withdrawals cannot be submitted, and incoming deposits may remain pending or even be returned in some cases. These regulations apply to individuals and companies transferring or receiving cryptocurrency from non-residents, including customers transferring assets to their own accounts on foreign exchanges. Transfers between Brazilian residents are not affected.
