According to a new report from data center research firm Aterio, Oracle's 1.3GW hyperscale data center "Project Lighthouse" in Wisconsin has been sent back to square one by the Wisconsin Public Service Commission (PSC) due to issues with its transmission approval process, resetting the statutory review clock. This could lead to Oracle missing its original commitment to deliver to customers in the second half of 2027, with full power supply now expected to be delayed until October 2028, or even spring 2029 under a pessimistic scenario. Concurrently, the project's cost estimate has surged by approximately 75%, from the original $1.3-$1.7 billion to $2.48-$2.72 billion. Following this news, Oracle's stock price fell by 1.8% on the day. This project is part of OpenAI's Stargate construction plan and is the second of Oracle's five core data center campuses to be explicitly flagged with delay risks, raising market concerns about the challenges in AI infrastructure construction.
