The UN Security Council voted to extend the arms embargo on Sudan's Darfur region for two months until December 11, but failed to agree on a US proposal to expand the embargo nationwide. Permanent members Russia and China opposed the proposal. US Ambassador Jeff Bartos stated that the current sanctions mechanism is more than 20 years outdated and insufficient to address the current realities of war, calling for the arms embargo to be expanded to all of Sudan. Russian Deputy UN Ambassador Anna Evstigneeva, however, stated that Russia would not allow the Security Council to expand restrictions on Sudan. Sudan's UN Ambassador Al-Harith Mohamed argued that a comprehensive embargo violates the right to self-defense guaranteed by the UN Charter. The war between the Sudanese army and the paramilitary Rapid Support Forces (RSF) began in April 2023, killing at least 59,000 people and displacing approximately 13 million, with some areas facing famine.
