The U.S. Senate failed to advance the Ratepayer Protection Act in a procedural vote, falling short of the 60 votes needed with 57 in favor and 43 opposed. The bill aims to protect households and small businesses from bearing the full incremental costs of power generation and grid upgrades required by large data centers. The House of Representatives had previously passed the Act with a 417-3 vote. Major tech companies including Amazon, Google, Meta, Microsoft, OpenAI, Oracle, and xAI had earlier committed to covering new power generation costs for their data centers through the Ratepayer Protection Pledge.
