All signs indicate Russia will continue its full-scale invasion of Ukraine, despite significant battlefield losses and economic damage, the BBC reports. Russian President Putin is expected to deliver a speech at the Valdai International Discussion Club on Thursday, where he may outline his plans. Russian Foreign Minister Lavrov stated that Europe is waging a hybrid war against Russia, while strategist Karaganov warned that Russia might have to use nuclear weapons if Europe does not "surrender."

China's new regulations, effective July 15, impose strict limitations on AI chatbots capable of "sustained emotional interaction" with humans. The rules, which can lead to fines of 200,000 yuan (£22,000), aim to prevent emotional reliance or addiction. Following the regulation, Chinese tech giants Alibaba and ByteDance have shut down the companion features on their AI assistants. Experts note that the regulations cover apps specifically designed as AI companions, as well as general-purpose large language models if used for emotional support, affecting an estimated 29 to 70 million users in China. The regulation also bars all under-18s from accessing virtual partners or intimate relationships.

US District Court Judge Araceli Martinez-Olguin approved a settlement on Wednesday, giving media giant Paramount the green light to complete its $110bn acquisition of entertainment company Warner Bros. The deal, one of the largest media mergers in history, had raised concerns about corporate consolidation and editorial independence.

The settlement, reached with 12 states led by California that had sued to block the merger, requires Paramount to commit to 30 theatrical film releases per year in the US for five years. It also mandates separate negotiations with cable providers for Warner-owned and Paramount-owned channels. Additionally, a five-member panel will be created to safeguard the editorial independence of CNN and CBS.

However, critics point out that the merger places a significant portion of US media under the control of David Ellison, Paramount's CEO, who is responsible for appointing members to the news independence board. Senator Elizabeth Warren stated that allowing a "Trump-aligned, foreign-owned conglomerate to dominate American news and entertainment is a disastrous outcome."

Paramount won control of Warner Bros's holdings, including Warner Bros Pictures, CNN, and HBO Max, in February after a bidding war with Netflix. The Trump administration approved the deal without alterations in June.

CNBC's Jim Cramer stated on Wednesday that several key parts of the U.S. economy have effectively frozen, hindering stock performance. He highlighted that the 30-year mortgage rate has climbed to approximately 7.5%, making housing the least affordable in 40 years. This slowdown has impacted housing-related stocks, with Home Depot, Lowe's, and Whirlpool hitting fresh 52-week lows on Wednesday. Additionally, IPO and M&A activity has slowed, exemplified by Oura postponing its $2.2 billion IPO, while Morgan Stanley and Goldman Sachs shares declined roughly 12% in September. Even the data-center industry faces new obstacles due to political concerns. Despite these headwinds, Cramer cautioned investors against abandoning the market, suggesting that an end to the war could lower oil and inflation, potentially prompting the Federal Reserve to reconsider interest rate hikes and unleash a stock rally.

The Wall Street Journal reported that despite the ongoing bond market sell-off, money managers are advising clients to refocus on bonds, as the classic 60/40 portfolio (60% stocks, 40% bonds) is performing as intended for the first time in years.

Former U.S. President Donald Trump said on Wednesday that he is still "considering" banning diesel exports to combat high energy prices, but noted that such a move could have a "negative impact" on gasoline. He also mentioned that his aides believe this action would help diesel prices but could push up prices of other commodities. Energy Secretary Chris Wright stated that diesel prices had already fallen last week and are expected to decline further in the coming weeks, pointing out that new diesel supplies will enter the market from Europe. Trump reiterated that the conflict between Russia and Ukraine is the biggest problem driving up diesel prices.

The spread between the riskiest U.S. corporate bonds (CCC-rated) and U.S. Treasuries surged to 1,007 basis points on Wednesday (September 30), breaking above 1,000 basis points for the first time since the 2023 regional banking crisis, according to Bloomberg Markets. This level of risk premium typically signals a high probability of default, restructuring, or losses, and is the widest spread since March 2023, when investors sold off high-risk credit due to the regional banking crisis.

Musk reposted a tweet from @Erdayastronaut about Starship rocket performance, commenting that the analysis was accurate. @Erdayastronaut's tweet stated that Starship's failure to reach orbit before its 14th flight was arbitrary, as it already had the capability to re-ignite its Raptor engines in space during its 6th flight, and its 13th flight also involved a burn of approximately 14 seconds, primarily to change the orbital plane for safety.

Oil prices stabilized after gaining in the previous session, with West Texas Intermediate (WTI) crude trading near $90 a barrel after rising 1.2% on Wednesday. The most-active Brent contract settled around $98. Wall Street analysts and traders noted that crude flows from the Middle East are nearing pre-war levels, though fuel supplies have not recovered to the same extent, raising uncertainty about the sustainability of the recovery in Middle East flows.

U.S. stocks closed mixed on Wednesday, with the Dow Jones Industrial Average and S&P 500 falling, while the Nasdaq rose. This followed U.S. economic data showing Q2 GDP growth revised up by 0.7 percentage points to 2.2%, the Federal Reserve's preferred inflation gauge, the August PCE Price Index, holding steady at 3.4% year-over-year, and September ADP job growth exceeding expectations. However, persistently high long-term bond yields intensified investor concerns. Oil prices also rose due to a lack of progress in U.S.-Iran negotiations regarding the Strait of Hormuz.

Arun Sundaram, an analyst at CFRA Research, noted that high yields might reflect stronger economic growth expectations, partly driven by the AI boom, but investors question whether high yields will impact the stock market. Major European stock markets closed lower after inflation data from France, Germany, and Italy showed surging prices, particularly for gasoline. Fawad Razaqzada, an analyst at Forex.com, stated that Eurozone economic data failed to improve the outlook, with rising inflation and weak sentiment exacerbating stagflation fears.

Specifically, the S&P 500 fell 0.3% to 7,652 points, the Dow Jones Industrial Average dropped 0.9% to 50,906 points, and the Nasdaq rose 0.2% to 26,861 points.

Coinbase CEO Brian Armstrong stated that being blinded by hypothetical downsides is one of the biggest killers of innovation, citing the de facto ban on nuclear power with the establishment of the Nuclear Regulatory Commission as an example. He argued that if nuclear power plants had continued to be built, there would be a modern, robust electric grid and much higher economic growth today. Armstrong highlighted how well-intentioned systems often have unintended consequences, detailing how things fail due to asymmetric error costs, processes acting as vetoes, worst-case models being treated as fact, and rules written for past accidents being applied to future designs. He emphasized the importance of continuing progress for future generations.

Micron Technology reported Q4 FY2026 revenue of $54.229 billion, a 379% year-over-year increase, surpassing market expectations of $51.49 billion. Adjusted earnings per share were $33.42. The company projects Q1 FY2027 revenue to be $61.5 billion (plus or minus $1.5 billion), exceeding market expectations of $57.02 billion. Non-GAAP adjusted earnings per share are expected to be $38.15 (plus or minus $1), higher than the market's anticipated $35.40. However, the company expects a gross margin of approximately 86.25% for the first fiscal quarter, lower than the 87% in Q4 and analysts' estimates of 86.7%. Micron CEO Sanjay Mehrotra stated that AI-driven memory demand continues to strengthen, and he expects the supply-demand balance in the DRAM and NAND markets to tighten further in 2027 and 2028 compared to 2026.

The FBI has informed its employees via an internal memo to assume their personal information has been stolen, following claims by the cybercrime group ShinyHunters that it hacked the bureau's jobs site, FBIjobs.gov. ShinyHunters asserts it acquired 2-3 terabytes of data, including names, phone numbers, home addresses, and potentially spouse details, affecting all FBI staff and job applicants. The group claims the intrusion occurred via a zero-day flaw in Oracle's PeopleSoft software. Although the hackers had previously given the FBI one week to retract a warning against them, and that deadline has passed, ShinyHunters now states it does not plan to publish the data. The memo also advises employees to be vigilant for suspicious texts or calls.
