The 2026 National Conference on Foreign Exchange Management was held in Beijing on January 5–6. The conference emphasized the need to steadily advance high-level institutional opening-up in the foreign exchange sector to facilitate win-win cooperation across multiple fields. Reforms to banks’ foreign exchange business operations will be advanced in a prudent and orderly manner. Guidance will be provided to banks that have already implemented reforms to expand these measures to their branches nationwide, while steadily encouraging more banks to launch reforms and strengthening the integration of business reform with facilitation policies. Policies regarding overseas lending and the management of domestic foreign exchange loan funds will be introduced, and policies for the centralized management of cross-border RMB and foreign currency funds by multinational companies will be implemented nationwide. Strengthen integrated reform and innovation of foreign exchange policies in pilot free trade zones, support the development of Shanghai and Hong Kong as international financial centers, and support the construction of the Hainan Free Trade Port and the Guangdong-Hong Kong-Macao Greater Bay Area.
