Sanctioned individuals include high-ranking military leaders such as Cuban Minister of Defense Álvaro López Miera and Chief of Staff Roberto Legrá Sotolongo. These sanctions freeze any assets of the targeted entities in the United States and prohibit Americans from doing business with them. Furthermore, foreign banks and companies that collaborate with these entities may also face sanctions. This move is the latest in a series of economic measures taken by the Donald Trump administration against Cuba, following Donald Trump's return to the presidency in 2025, which strengthened restrictions on Cuba and first designated it as a "state sponsor of terrorism" in 2021.
