U.S. Treasury Secretary Scott Bessent stated that these measures would be a combination of "economic isolation unseen before in the world" and "a continuous blockade of the Strait of Hormuz," aimed at preventing any vessels from entering or exiting Iranian ports. U.S. Secretary of Defense Pete Hegseth had previously also stated that the U.S. military could maintain a naval blockade against Iran "indefinitely."
