Kalshi traders predict less than a 25% chance of the White House-backed Digital Assets Market Clarity Act becoming law by the end of this year, and less than a 50% chance of its implementation by April 2027. The bill passed the House with bipartisan support in July 2025 and is scheduled for a procedural vote in the Senate on September 15. US President Donald Trump last week called on Congress to pass "a fair version of the Clarity Act" to clarify the regulatory framework for digital commodities. SEC Chairman Paul Atkins and CFTC Chairman Michael Selig both attended Donald Trump's meeting with crypto industry leaders last week. Selig stated that if the bill fails to pass in the Senate, the CFTC will use its existing powers to begin establishing a regulatory regime for digital assets markets.
