Citing research from the European External Action Service (EEAS), he stated that both countries used the crisis to criticize the Spanish government, linking it to Madrid's differing positions on the wars in Ukraine and the Middle East. Ceuta is a Spanish enclave in North Africa, where tens of thousands of migrants poured in from Morocco late last month, triggering a Europe-wide migration alert.
